Assassin Lane Palmer, alias "The Hawk," works both as Special FBI Agent and as The Hawk for the shadow agency Counter Force. At first the youth thinks he's losing his mind, but then one of the voices materializes as either an angel or alien foretelling the future. He reveals a plan which involves Lane Palmer, the life of the U.S. President, and the world's survival.
