Negara Iran kala itu kaya akan sumberdaya alam dengan minyak yang melimpah, tetapi rakyat tidak merasakan hasilnya. Sebab pada waktu itu bisnis perminyakan Iran masih dikelola oleh oligarki dan pebisnis asing sehingga membuat Ali tersadar untuk membebaskan rakyat Iran waktu itu dan kebodohan dan mengambil alih pengelolaan sumber daya alam untuk kesejahteraan rakyat.
