First published in 2004, this is the fourteenth annual volume published under the auspices of the Elections, Public opinion and Parties (EPOP) specialist group of the Political Studies Association (PSA) of the United Kingdom. The 2003 September Cardiff conference was distinguished by the First Minister for Wales, Rt Hon. Rhodri Morgan AM. This is a collection of twelve papers from the conference and a reference section.

Roger Scully is Senior Lecturer in the Department of International Politics and Director of the Jean Monnet Centre for European Studies at the University of Wales, Aberystwyth. Paul Webb is Professor of Politics at the University of Sussex. Juston Fisher is Senior Lecturer in the Political Science at Brunel University and convenor of EPOP. David Broughton is a Senior Lecturer in Politics in the School of European Studies at Cardiff University.
