About the author

He Tian is the director of Rule of Law Index, CASS, researcher of Institute of Law, CASS, principal researcher of the rule of law index innovation project. He is the editor-in-chief of Blue Book of Rule of Law, member of the Information Technology Expert Advisory Committee of the Supreme People's Court and the special advisory expert of the Supreme People's Court. Her main research fields are criminal rule of law, positive jurisprudence and judicial system.

Yanbin Lv is the deputy director of Rule of Law Index, CASS, researcher of Institute of Law, CASS, director of the State of the Law Research Office, executive researcher of the rule of law index innovation project. He is the executive editor of Blue Book of Rule of Law. His main research fields are administrative law, information law and positive jurisprudence.
