Finally, governments can also cheat citizens by manipulating the rules surrounding public resources. For example, governments can limit access to public resources, such as land and water, to only those who are politically connected or who can pay the most money. This means that citizens who should have access to these resources are prevented from doing so, resulting in them missing out on opportunities that should be available to them.
