The plot could be summarized in three sentences. There is too much pointless exposition and too little plot. Also, no follow through, no denouement. He researches an ingot, meets a girl's mother, and goes to a high-level meeting. The end.

It's an excellent novel. filled with much needed world building for the later ones.
