About the author

 • Dr. Meheroo Jussawalla is a research economist at the East West Centre Institute of Culture and Communication. She is currently focusing her research on information sector studies for Pacific countries. Her publications in professional journals include articles on the economics of telecommunications technology, economics of development communications, and transborder data flows.

• Dr. Dan J. Wedemeyer is Associate Professor at the University of Hawaii-Manoa. He is on the board of Directors of the Pacific Telecommunication Council (PTC), the Hawaii Telecommunication Association and the Commercial Bank of Honolulu. Most recently, he has been responsible for the development of 12 telecommunication resource modules at the East West Institute of Culture and Communication and is presently co-authoring a college text on telecommunication.

• Vijay Menon was the Asian Mass Communication Research and Information Centre's (AMIC) country representative in india and a committee member before being appointed AMIC's Secretary-General in 1982
