The book concludes that greater national coordination, inter-agency cooperation and international collaboration is needed if these problems are going to be dealt with effectively.

About the author

PETER CHALK is an analyst with the National Security Division of the RAND Corporation in Washington, DC, working closely on issues related to terrorism, organised crime and international drug trafficking. He has acted as a security consultant in Australia, Canada and the US and is author of West European Terrorism and Counter-Terrorism: The Evolving Dynamic.
