The Jakarta water privatization through public-private partnership has been failed after 12 years of implementation as the performance unable to meet the promise of the contract. The existing finding is blaming the private operator. The finding is that the failure comes from what named as theory failure of public policy implementation. Recognize this fact, the recommended solution is not to terminate, but rather to change the contract and to give a new accountability for the government in the PPP.

Dr. Riant Nugroho is a public policy specialist. He was Board Member/Comissioner of the Jakarta Water Regulatory Body (2006 – 2012). He was visiting senior lecturer University of Indonesia, University of General Achmad Yani, University Malaya, Kuala Lumpur, Sunkyukwan University, Seoul, and Adjunct professor at the School of Public Administration & Political Science, University of Electronic Science & Technology China (Chengdu). He is the author of Public Policy for the Developing Countries (2012) and Social Policy for the Developing Countries (2013).
