Born in Bradenham, Norfolk, Haggard was educated at Ipswich Grammar School and Garsington Rectory in Oxfordshire. His adventurous spirit was stirred by his experiences in South Africa, where he served as a secretary to Sir Henry Bulwer, then Lieutenant-Governor of Natal.
