Vanuit Londen wordt hoofdinspecteur Richard 'Dirty Dick' Burgess gestuurd om het moordonderzoek te leiden, iets wat niet goedvalt bij Alan Banks. Terwijl heethoofd Burgess een ware terreurcampagne begint tegen de bewoners van een plaatselijke commune, begint Banks zijn eigen onderzoek. Maar daarbij gaat hij rechtstreeks in tegen Burgess' activiteiten en dat wordt hem niet in dank afgenomen.
