Nommé en 1939 Commandant des forces navales d'Extrême Orient, il devient Gouverneur général d'Indochine de 1940 à 1945 : il réorganise la Fédération indochinoise, aligne les salaires des fonctionnaires indochinois sur ceux des français, développe l'Université de Hanoï... Emprisonné en mars 1945 par les Japonais, il faillit gagner son incroyable pari de maintenir en Indochine la souveraineté française.
