本文除作台灣與聯合國歷史問題研究外，更聚焦於一九七一年第二十六屆聯合國大會前，台北最後決定接受「雙重代表權」的這段史實還原；由於事涉當年我國策宣示，多年來說法一直諱莫如深，然陸續自台、美國史館及國家解密資料顯示：台北高層當年對美所擬「雙重代表」案從抗拒到最後接受的折衝過程中，所顯現的理性與務實，並非如正式對外公佈般地頑固堅持「寧為玉碎，不為瓦全」，也決非如一般人士謂：聯合國之退出歸咎於蔣介石固執「漢賊不兩立」、「台灣代表全中國」或「堅持一個中國」等神話立場作祟所致。耐人尋味是，九三年，當台北主張「平行代表權」，重新參與聯合國，內容與「雙重代表權」竟如出一轍；就台北言，歷史繞了一圈，又回到起點。【秀威資訊科技股份有限公司製作】
