The papers focus on Bright Information and Communication Technology, a concept that entails the development of relevant technologies, business models, public policies, social norms, international agreements, metrics of measuring national progress and preventing undesirable activities on the Internet. They are organized in the following topical sections: technology adoption, diffusion and ubiquitous computing; big data and business intellligence; smart cities; and security, privacy, ethics and misinformation.
