Karenanya, kaidah politik umat harus ditentukan dengan jelas, sehingga umat terbebas dari temperamen pribadi seorang pemimpin. Bahkan, seorang pemimpin harus mengikuti kaidah, dan bukan sebaliknya, menentukan kaidah.
