Black leaders who tried to influence the Democratic Party were often looked down upon. #4 Georgia was a prime example of how the Democrats’ armor could be pierced. In 1980, Carter easily won Georgia, but was shellacked in much of the rest of the country. In 1990, a congenial congressman and onetime Atlanta councilman named Wyche Fowler rebuilt the Democratic alliance between rural white conservatives and Black voters to defeat Mattingly.
