How to make an excellence policy? I found a best example in home country, Indonesia, the family planning policy. I might be call it as Total Quality Policy, a word that I would like to borrow from business management total quality management. It is a policy that substantially has a capacity of total quality.

Dr. Riant Nugroho is a public policy specialist. He was visiting senior lecturer of University Malaya, Kuala Lumpur, Sunkyukwan University, Seoul, and Adjunct professor at the School of Public Administration & Political Science, University of Electronic Science & Technology China (Chengdu). He is the author of Public Policy for the Developing Countries (2012) and Social Policy for the Developing Countries (2013).
